How can the FCC legally fine radio stations?

E they part of a club that allows them to receive FCC accreditation and be subj etc to fines if they accidentally let a curse word out on air? If it's not voluntary, how does freedom of speech not protect radio station from the fcc? For example, where I grew up, you can go out to the street naked and dance in front of a police man then wave saying hi to some couple pushing a stroller and nobody gets in trouble, because the people of the region have set certain standards to agree with and they are OK with that, but I would be arrested if I dared to do the same by champs lases, again, because local people have agree ed that such area is not corr etc for such behaviour. When it comes to mass media broadcast there has to be certain limitations (mais not restrictions) to the way in which things are said in order to resp etc the majority of the citizens involved, but the subj etc itself is not restricted. Oi could have a TV program where you debate the etymology of 'bad words' and in theory you should not be in problems since it would be with educational purposes. I know all that is redundant but I hope it helps to get the point.
