How Does The NBA Draft System Accommodate The Teams That Make The Playoffs?

It gets absolutely no coverage in England and if mentioned it's pretty much just dismissed as rubbish (Personally I think it may be preferable to Football/Soccer, which does seem criminal to contemplate). I've been trying to get my head around the rules and I don't think I'm doing too badly. I'm just unsure around the offensive 3 seconds in the key rule. I can't work out if the 3 seconds is; 3 seconds within the inner lines flanking the painted area, or, 3 seconds within the outer lines flanking the painted area (A foot or so outside the inner lines if I'm any making sense). Also, is the semi-circle within which a player takes a free throw considered part of this 3 second zone? Anyway, my main question surrounds the Draft. I know the 14 sides missing the playoffs go into a weighted Lottery, where the poorer a teams performance throughout the season, the greater their chance of getting the first pick. I'm just wondering how the playoff sides fit into the Draft. Do they miss out on any lotteries altogether and just go into the Draft in reverse order based on their results in the 2 confrences? Do they miss out on the Draft altogether? Do they have their own lottery where the poorest team in the playoffs gets the best chance at getting the Th pick? I've got no idea. I've researched most of the other bits and bobs surrounding the NBA which confuse me but it doesn't seem easy to get information on the Draft for the Playoff sides (Probably because it's common sense if you've grown up with it). For example, if the Heat have the best record in the NBA they get the last pick in the draft (30th) and if the, oh I don't know, the Bucks sneak into the playoffs as an eight seed and have the worst record of any playoff team they get the Th pick in the draft.
