You can only upgrade Vista Home to Win Home, Vista Pro to Win Pro, etc. The Win Starter to Win Home Premium requires you to already have Win Starter install (not Vista). It then upgrades it to Win Home Premium. It will not work a Vista install.

I would suppose the best place to start would be contacting window replacement companies. 90% of the time they are just thrown out.
